Background-

Nine Chinese government departments have jointly issued a guideline to speed up technology-driven commerce, linking advanced digital innovation with commercial services to widen high-quality supply and spark new consumption.

The plan aims to upgrade goods consumption, grow service consumption, improve circulation efficiency and encourage innovation in integrated consumption scenarios. It also seeks to expand the use of emerging technologies as the commercial chain becomes more intelligent, green and connected.

The guideline calls for deep rollout of the AI+Manufacturing initiative, placing artificial intelligence into product research, design, production and marketing. Authorities want to boost supplies of smart consumer goods such as smartphones, computers, home appliances, wearables and robots.

China will also move frontier technologies like brain-computer interfaces and embodied intelligence to market faster. It will step up research on new displays and smart terminals, widen real-world use cases, build viable business models and scale up demonstration projects. The plan backs commercial technology innovation hubs and technology transfer institutions focused on consumer goods.

New intelligent services, including robotic services and virtual human companionship, will grow under clear rules. The guideline supports ultra-high-definition audiovisual technology for immersive experiences in shopping districts, entertainment, tourism and education. Artificial intelligence and digital twin technology will sharpen IP development and design across the culture, tourism, sports and heritage sectors.

Hu Qimu, a professor at Huaqiao University’s Maritime Silk Road Institute, told the Global Times the strategy supports the full chain from production to consumption. He said stronger market demand spreads early research costs, which helps frontier technologies reach commercial viability.
